In your example with "Payroll Management Software" you're can easily add extra words like "how to use", "find", "cheap", "review" etc. That could probably help produce double listings in Google. I know that you can do this with static pages as well but I find that using CMS (like Wordpress) will also help you make changes a lot easier than with static sites (given that you have more than one page of course).
