Tags that are selected will be lined to related ads, and tags that are not selected will not be displayed. That would work pretty easily without a whole lot of heavy programming and it would also allow bloggers to change their tags as they wish. If advrtisers campaigns are based on conversions and not clicks, then the performance metrics will speak from themselves as the highest-converting websites filter to the top and the splogs with no traffic slide into the gutter.
